The only formula here that contains rice is Enfamil AR which is a cow's milk formula thickened with rice starch.
Plus I'd agree with Catherine that a lot of LR don't seem to get on with baby rice.
There must be an amino-acid based formula Neocate or Nutramigen AA equivalent over there - I'd get back to the doctor and make him research other options!
